I looked thru the online version of the 2010 Election Manual,
http://msweb03.co.wake.nc.us/bordelec/downloads/15precinctofficials/2010ManualFINAL.pdf,
It has "Revised September 2010" on the cover page, but your link to it
says "November 2010 Precinct Official Manual".  I'll do a more detailed
review when I get the hardcopy at the class, but the online version
looked very clean.  Here are my comments on the "September 2010"
version:

1) Page 35:  In the Section A list, the third bullet says the Help Table
             official must write the ballot style (in Section A) on the
             Yellow Authorization To Vote Form.  That's wrong.  The
             Ballot Table official writes the ballot style in Section A
             (see page 24).  The Help Table official writes the ballot
             style only in Section C in the New Ballot Style field.  The
             third bullet in Section A should be deleted or moved down
             to the Section C area on this page.

             Note also that the sample shows "27" in the Section A
             Ballot Style Issued field.  That field should be blank
             (just like the ATV Number field) since the Help Table
             official doesn't issue the ballot and does not fill in the
             Ballot Style Issued field.

             Note also that Section C shows the ballot style in question
             is "20", not "27", so the Section A "27" wouldn't be right
             anyway.  The Section A field should be blank in this
             sample.

2) Page 37:  The second bullet of Step 3 says the ballot style from the
             Street Search results should be written on the bottom of
             the provisional envelope.  The picture shows the envelope
             field is called "Ballot Style Issued".  However the ballot
             style *found* in a Street Search definitely could be
             different than the ballot style *issued*.  The ballot style
             in both the envelope's "Ballot Style Issued" field and the
             "Ballot Style #" field on the Provisional Poll Book page
             should be the ballot style issued, not the ballot style
             found in the Street Search.  Right?

3) Page 39:  The second indented box bullet should be rewritten since
             the ballot style to be used could easily be misunderstood.
             See preceding item.  When we originally put together this
             page, e.g., see the item 3 section of
             http://nbtha.org/WakeBOE/provisional-2008-V2.htm, we tried
             to make clear which ballot style was used where, since two
             different ballot styles might be involved.

The page 37/39 text was wrong in the March 2010 manual, too.  I was not
involved in putting together that version and missed the change from the
2009 and two 2008 manuals, where it had been correct.
