* *** 2015_MORE_DOCUMENTATION_COMMENTS TXT - 10 Oct 2015 13:06:51 - JKNAUTH Precinct Official Manual (8/3/15) -------- -------- ------ Page 3 and 9: Change title from "Tabulator Issues" to "Procedure To Empty Full Bin", or something like that. The "full bin" procedure is what people need to find quickly, but searching for that in the current Table of Contents doesn't work too well. At the time the procedure is required (500-600 ballots) you may not think of this as being a "tabulator issue". Currently on that page there is only the "full bin" procedure, so why not title the page accordingly. Page 15: absenses effect -> absences affect Page 21: dicussed -> discussed Page 21: The oath text does not exactly (word for word) match the text in http://msweb03.co.wake.nc.us/bordelec/downloads/15precinctofficials/Resources/OathSheet.pdf which I think is the correct version. I think the text in the manual may be an old version; it also has some typos. Page 22: adqueate -> adequate Page 31: Fourth bullet: exchanged -> exchanges Page 40: Rework third paragraph from bottom: Swap order of 2 and 3 and fix text to make the items more parallel, e.g. This list should be printed or written down (when called in) and (1) a copy posted within the voter enclosure, (2) a copy placed at the Help Table, and (3) all corresponding ATVs marked with a pink "A". Page 42: Third line from bottom: absentee -> Absentee Page 42: The "... must be postmarked ..." sentence in the bottom section should also be put in the top section. Time is critical for any mailed absentee ballot, no matter who the ballot is submitted for. Page 43: Third bullet from bottom: Delete the "Others allowed ..." sentence. It's essentially a dupe of the first bullet. Page 48: Add "Review ATV" as the first step done by the second Ballot Table official. It's a good idea to have BOTH ballot Table officials check the ATV. Page 52: In bottom block: who the voter voted -> who the voter voted for better yet who the voter voted -> how the voter voted Page 55: Steps 13/14: With this order (not going to the Ballot Table before inserting the ballot into the M100), I advise my people to have the Judge check the ATV before the ballot is inserted. Page 65: Near middle of page: Reverse order of items 2 and 3. That better matches the required flow and also gets the text in sync with the flowchart block image at the top of the page. Page 66: The bullets at the middle of the page are good. However there is nothing in the flow chart to say the HT official should try to determine why a "V -> same address" situation might have occurred, i.e., the voter says the recorded address is good, yet USPS could not deliver. Maybe there should be some short reminder in the chart. The HT official could then look in the manual for details. If something like a now-invalid mailing address is recorded, it could be detected at this point and the problem noted on the ATV so the database could be corrected by the BOE after the election. Help Table Quick Guide (8/6/15) ---- ----- ----- ----- Flow Chart #1: See page 66 comment above. Ballot Table Quick Guide (8/4/15) ------ ----- ----- ----- Page 1: Bottom of page: Missing from items to take to CJ packing area: Spoiled Ballots Bag Laptop Quick Guide (6/8/15) ------ ----- ----- Page 2: Last major bullet: This emphasizes use of the Enter and Tab keys instead of clicking with the mouse. Yet the rest of the manual does not indicate such an Enter/Tab bias (it's very much mouse oriented). Nor does the laptop tutorial emphasize that you should use the Enter key instead of the mouse. Is this warning related to an old SOSA defect, long-since corrected? In my current position I don't use the laptop much, but have not recently seen any problems using the mouse (my preferred technique). Since you must do everything else via the mouse (clicking Clear, Tools, +, gray box, etc., etc.), it seems bad to say it is better to use the Enter key vs. clicking on Search if there is no longer a good reason to say this. At any rate, the documentation and tutorial should be made consistent. Page 2: "Always highlight the voter's row". Do you need to add something about clicking the gray box to effect the highlighting? That's what the tutorial emphasizes. Or can you click anywhere on the row? I don't have a laptop to experiment with. At any rate, the tutorial vs. Quick Guide difference needs to be fixed. Page 4: The Quick Guide (vs. the tutorial) says do not use the middle name field. Maybe this is just meant to be for initial entry vs. later on if further search refinement is required, but that's not what the QG says. The QG and tutorial should be made consistent. Page 4: "click the Close button at the bottom right ..." vs. clicking the standard Windows upper right "X", which I am sure many people do if they use Windows a good deal. Are there any known problems with using the standard Windows technique? Page 7: "Always highlight the entire row". Can you just click on the row's "+" without first highlighting the row? I don't have a laptop to experiment with. Page 7: "NEVER minimize the Street Search screen." Is this still a restriction? Laptop Online Tutorial ------ ------ -------- The down arrows are not supported in the exercises, yet they are described earlier in the tutorial. That could be confusing. The Tab key does not work in the exercises as it does on a real laptop. In the exercises it jumps over fields where it would stop on a laptop. In the exercises it jumps right to the desired field; on a real laptop the official would need to press the Tab key several times to get there. One of the exercises has "tyep" in the instructions. There is a line in the text near the end: "Chief Judge should maintain custody of laptop at all times." What does that mean? The laptop should never be left at the polling site, of course, but during setup and election day, it is often unattended or is being used by HT officials with the CJ nowhere in the vicinity. This text sounds like the responsibility the CJ has for the keys, but clearly the situation is different. SOSA Software ---- -------- The small green check mark and other icons in that area should be larger. Name Search and Street Search should be more consistent: * Initial access (Street Search is hidden under a Tools tab) * Gray box vs. "+" to bring up details for a row * Search/Clear buttons aren't placed the same in the two searches Jeff Knauth
