After attending the 2/3/16 CJ class, I now have hardcopies (much easier for me to review) and have found some other things to add, which I have put at the *end* of this file (after the $$$...$$$ line) to make the new items easier to find. Although the online and hardcopies are assumed to have the same content, except for the manual each hardcopy revision date differs from the date of the online copy. I assume that was because when you unhid the Help Line phone number you changed the revision date (for the QGs and PG, but not the manual?). My preference would have been to leave the revision date unchanged if the *only* change was to unhide the date, as apparently was done for the manual. Anyway, that's a consideration for the future. Look for the $$$...$$$ line. [[[ The items flagged with a "=======" are the most important. ]]] 2016 Primary Manual (1/11/16) ---- ------- ------ Page 13: In the bottom image, shouldn't "NON" be "NP", the previously used abbreviation for nonpartisan? Page 14: Last bullet: Why must incoming transfer voters start at the ======= RT? See detailed comments below under RT QG page 2. This is never explained in either the manual or the QG. Page 19: Help Table: No photo ID checking mentioned. Page 22: "Gray Supply Bin" vs. "Gray Bin". See comment below on CJ PG. Page 22: Is the Ballot Management System box in the Saturday pickup (or is it in the gray bin)? Page 25: Mention twisting in the legs. Last year not all the booths had the sticker with that instruction. Page 32: For "C" you might also mention Age since it may now also be used for some photo ID purposes (age 70 license check) as well as for the previous Jr/Sr test. Page 32: Is the "ID Exempt" special designation actually at "E". I ======= think the Basic Training video showed it elsewhere (unfortunately), at the top of the ATV and just under the Precinct field. I hope this designation won't be easily missed if it really is placed outside the normal special designations area. Note that this manual DOES NOT have any description or image of "ID Exempt"; it needs to be covered. Page 35: The order in which things are done as listed here is not what ======= the Basic Training video showed or what I gathered is specified by the NC SBOE. What is here seems reasonable. What is actually allowed definitely needs to be clarified in class. Unfortunately, at this time, there appears to be a good deal of contradictory information being made available to precinct officials by various means. Maybe some warning about this needs to be put on the website, saying it will all be resolved by the time the classes begin and updates/errata material will be provided if required. Page 35: Third paragraph from the bottom: "issue to the voter" -> "issue it to the voter". Also, the last sentence of that paragraph seems out of sequence, i.e, the extraneous ballot styles cannot be crossed off the ATV AFTER the voter is sent to the BT. The marking should be done right after the ATV is removed, before it is given to the voter to sign (or at least right before/after the official initials the ATV before giving it to the voter). The paragraph needs some editing. Page 36: First paragraph: See the wallet comments below for the RT QG ======= page 1. Page 36: "must be on or before 3/15/2012" -> "must be after 3/15/2012" ======= See comment below on RT QG page 1. (Am I missing something basic?) For example, see the handling of the tribal enrollment card expiration date on this same page, although I am not sure about the "on or" part of that. I hope the lawyers have pinned it down in some place that can be relied upon and copied. At any rate, all these expiration specs should be made consistent. I'm also worried that a lot of this sort of stuff is repeated in many places (in many documents) and I am not at all confident that the same thing is said each time. I certainly don't claim to have verified it. Page 36: Last paragraph of first section: Please calculate and provide ======= here the election day minus 90 days date in a "must have registered on or after mm/dd/yyyy" form. Don't have the RT people try to do this calculation, as well as having them try to figure out if the law means that calculation results in the actual check date or if the date is the day before or after 3/15/2016 minus 90. Have some sort of summary sheet of all the expiration dates for the RT, HT, and curbside. Page 39: Last year I had made a comment on HAVA IDs, but we decided you could ignore it since HAVA IDs were going away with the introduction of the photo ID requirement (so I had been told). Well, that seems not to be the case. So here is my comment again: Certified Naturalization Documents and Birth Certificates should not be in the photo ID section on this page since they don't have current photos. (Definitely birth certificates don't -- imagine if they did and you had to use that to verify someone's identification). These two items need to be in a section of their own since "address" does not apply to them either. Page 39: Third paragraph from bottom: It should be clarified what is meant by "electronic" here. Does this mean, for example, someone could show a utility bill on an iPhone? Or does it mean that someone could print a webpage, PDF file, etc. and present that hardcopy? Or are both acceptable? All this is easily fakeable, of course, but presumably the HAVA laws are clear and the NC legislature has decided to be much more lenient for curbside than for inside voters. Page 40: Why have the "A", "B", "C", and "D" designations in the image if they are not used later in the manual. It is also confusing to have "B" refer to part of Section A, "C" refer to Section B, etc. Then on page 41 you have to figure out what the "A", "B", and "C" mean -- it's never the page 40 circled letters. Page 41: See in a section below my separate comments on the HR form. Page 41: Top paragraph: a) "top at the form" -> "top of the form" b) "that is referred" -> "who is referred" c) Since they aren't listed, the date fields can be left blank? Item A: "that must be referred" -> "who must be referred" Page 41: Using this form for EVERY voter sent to the Help Table means ======= having to fill it out for the many "V" and "address changed" voters, not just for the identification issue voters for which the form seems appropriate. Having the RT people enter all the extra data for things other than identification issues seems like it could waste a lot of time and slow down the RT even more. Not good. Is filling out the VRN, etc., really needed just to be able to convey the old "V", etc., checkboxes? If this form is needed for other than identification issues (for what?), why not have it completed (beyond the RT-checked "Registration Issue" boxes) by the HT people in those cases and avoid slowing down the RT processing. Except when using the form for identification issues, have the RT people able to leave the HR form blank except for the using the old ATV ("Registration Issue") checkboxes, since those boxes have now been removed from the ATV. Having the six "Registration Issue" checkboxes on the ATV (as previously) would seem much more efficient. Then use the HR form only for the identification issue problems, which are a lot more complex and need more input. Slowness of RT processing (resulting in long lines) was by far our biggest problem in the last moderate-size election. It will very likely be a problem in this large election. Photo ID checking is definitely going to slow things down more. Filling out HR forms for simple "V"s, etc., will cost even more RT time. This HR comment also relates to the text on the following three pages, as well as elsewhere in the manual. Page 41: See RT QG comments below about the flowchart not being in sync ======= with processing Sections B and C of the HR form. Page 41: Item 5 should say something about "ID Exempt" which overrides ======= this. Page ??: The documentation does not really clarify when the CJ and Js ======= get involved with identification issues. From the SBOE presentation, I now assume it is when an HT official calls them over, not when an RT official does (as some earlier procedure had it). Doing it from the Help Table sounds better. Page 50: See my comments below on the BT QG page 2 about the missing HAVA ID box checking. Page 51: Did you intentionally decide not to emphasize the error vs. normal beeps? Page 52: First paragraph: Other than for a split district there can be other reasons for multiple ballot styles, e.g., for a primary election. (I guess theoretically there could also be a non-primary, non-general election involving bond referenda, NC constitutional amendments, etc. (age-17 voters not allowed) and something else in the election for which age-17 voters are allowed; I wouldn't worry about that; just let the above "e.g." cover things adequately.) Page 54: Item deleted at end of page: See my comments below on the BT QG page 2 about the missing HAVA ID box checking. Page 58: Middle of page: "A copy of this list is located on page 58." No it isn't. I suspect this "58" should be "60". Page 58: The Affidavit still does not include a field to record the ======= desired ballot for a UNA voter. This is different from the Party Affiliation field which must say "UNA" for a UNA voter to match what the RT official must see on the ATV. Without this separate field, the CSO might forget to get the "desired ballot for a UNA voter" information and have to make an extra trip back to the curb. Page 60: See my comments on page 39. Also, it is generally not a good idea to repeat in the manual such information as the HAVA ID details. Couldn't this be done in just one place so updates have to be done in only one place in the manual? Meanwhile it will also be on the curbside shield and in some forms at the RT and HT, hopefully all will be consistent and correct. Page 61: Fourth paragraph from bottom: "may execute the ballot" -> "may execute the ballot, i.e., put it in the Tabulator". Page 66: Third bullet in first section: "Incoming precinct transfers ======= will start at the Registration Table." See detailed comments below under RT QG page 2. Page 66: Third bullet in second section: "and presented a valid photo ID." Why only for this case? See HT QG page 2 comment below. I'd recommend just deleting the "and presented a valid photo ID" from this bullet. Page 66: Bottom box on left also needs to cover photo ID problems. These are new and don't come to the HT because of an "ID" printed on the ATV, i.e., they are not covered by the first bullet. Page 67: See page 41 comments above about the HR form. Page 68: See HT QG page 2 comments below. (In general, I'm assuming all the flowcharts in the manual are duplicates of the QG charts. I reviewed only the QG charts.) Page 69: "No HAVA ID" text in title, but the form checkbox associated with the first paragraph's "this box" text says "No HAVA Document". Change the title to match. Page 71: Third paragraph: "At the new precinct, the voter will go the ======= Registration Table and then be directed to the Help Table". See detailed comments below under RT QG page 2. Page 73: Fourth bullet: "voter to use" -> "the voter to use" Page 77: Comment on SOSA program itself: The SOSA icons for VOTED, ID ======= REQUIRED, etc. should be much larger and less ambiguous. Page 79: The reason list does not exactly match the list on the provisional envelope now on the BOE PO website (which I think is the image included in the manual) -- terminology, extra reasons on the latest envelope, etc. Page 79: Last bullet in first section: Should the HR form be attached ======= to the envelope for "V" voters, etc.? It seems to have a lot of information redundant with what is on the envelope, but presumably someone wanted it, even for non-identification issue voters. If the answer is NO, what should be done with all those forms, which contain voter privacy-related data? If the answer is YES (i.e., do paper-clip all the forms to the associated provisional envelopes), the red plastic bag is really going to be cluttered with a lot of paper-clipped forms, one per envelope (?), which hopefully will stay attached to the associated envelopes. Page 80: Third paragraph: "If a Registration Table official marked an “A” on a voter’s ATV in error": Maybe this should be clarified to note this error and correction were done long before the associated voter appeared. The official marking the pink "A" accidentally modified the wrong ATV during that batch process; it didn't happen because some voter appeared and the official then incorrectly marked an A on that voter's ATV as a result. Maybe something like: "If a Registration Table official earlier had marked an “A” on a voter’s ATV in error and then had corrected the error, does that voter need to be sent to the Help Table?" Glossary: I did not go thru all the Glossary items carefully. I just tried to quickly find the new ones. Registration Table Quick Guide (1/16/16) ------------ ----- ----- ----- Page 1: Left side, first paragraph: I think allowing the voter to keep ====== the photo ID in their wallet will lead to problems. First, typically the clear pockets are not very good for viewing all that must be checked. Second, if the voter holds onto the wallet, it may not be held close enough to the Official for good viewing (lighting is often poor in polling places during at least some times of the day and the vision of a typical precinct official is not too good anyway). Third, if the voter passes a wallet to the Official, that raises security/privacy issues that we don't want to encounter at all. Passing the removed photo ID to the Official for detailed inspection seems much more likely to give the desired results. That means the voter must be warned well ahead of time to remove the photo ID before reaching the RT. (Such removal can be very difficult and time consuming -- said from personal experience, particularly with an old wallet and with the old, fragile driver licenses.) Of course at the end of the day we will probably have a bunch of "lost" photo IDs found under the mass of material which is always on the Registration Table. Such IDs will have to go into the blue plastic bag if the voter does not return. Should be interesting. Page 1: Left side, second paragraph: "must be on or before 3/15/12." -> ====== "must be after 3/15/12." Expiring *before* means this is a long-obsolete license, right? Not allowed (except for age 70+ voters in some cases, covered at the bottom of the page). Page 1: Left side, third paragraph: "including" -> "either" Page 1: Right side, second major bullet: What happened to the HAVA ID chart and flowcharts, which used to be mentioned in this bullet? Page 2: Left side, seventh bullet: "Incoming Precinct Transfer" -- ====== What is this all about? What processing is to be done at the RT table for such voters that couldn't be much better done at the HT? (It definitely is not made clear here.) The ATV detachment from the pollbook text does not apply. If this is just to fill out section A of the Help Referral form, that seems a real waste of time. Also, consider what must have happened to this voter on a day of long lines: The voter stood in a long RT line at polling place A; at the RT he learns he must go to the HT at polling place A to then be transferred to polling place B; he goes to polling place B and instead of going right to the HT he must NOW stand in another long RT line to get something (?) done at the RT before being sent to the HT at polling place B; then finally (I hope) he gets to go the BT. No doubt at this point he has (happily?) learned his lesson that he should have notified the BOE of his move well ahead of election day and then gone to the right (new) polling place. Or he has now gone berserk and we have had to call the sheriff. What am I missing about this new "Incoming Precinct Transfer" process? Page 2: Right side: Only Section A of the Help Referral form is ====== mentioned, but the RT Official must also sometimes make entries in Sections B and C, apparently. Page 2: Nothing in the two lower right boxes says anything about doing ====== a photo ID check at the RT for these seven cases. Is that somehow assumed if the HR form Section A is mentioned? Yet the HR form doesn't make that clear. Ballot Table Quick Guide (1/16/16) ------ ----- ----- ----- Page 1: In the supplies checklist, what about the Help Referral form? Of course this will seldom be needed at the BT, just for a Jurisdiction Dispute. Then a copy could be retrieved from the RT, which will have some spare copies (assuming they haven't by now used them all for "V"s and changed addresses). Page 1: Bottom bullets: "scanners" -> "scanner" -- I assume there will never be more than one. If there could be several, then there are a number of other places in the documents where "scanner" should be "scanners". Page 2: The verifying of the checks for "ID Required" has been removed. ====== Yet HAVA cases still exist at the RT and the ATV still must be properly filled out by the RT for such cases. Is the BT now off the hook for verifying this was done correctly? That doesn't seem right. Help Table Quick Guide (1/16/16) ---- ----- ----- ----- Page 2: Third block, middle column, item 1: See above RT QG comment ====== about "Incoming Precinct Transfer". Requiring the incoming transfer voter to first go to the RT seems wrong. Page 2: Left column: Items C, D, and E seem inconsistent about ====== photo ID checking. Why is it only done for C, but not for D and E? Page 2: Top block in right column. In the SAME address case, the HT official at this point should try to determine why the mailing might have failed, e.g., although the residence address was correct, maybe the mailing address used by the BOE was bad. This could then be noted explicitly on the form to help the BOE make an update after the election. The manual text describes it well. Voter Assistance Quick Guide (1/16/16) ----- ---------- ----- ----- Page 1: Was it intentional to delete the line about allowing any precinct official to help a voter if the voter requests help? Page 2: Was it intentional to leave all the "M100 tabulator"s instead of changing them to "Tabulator"s? See earlier for my comment about what is the standard for initcaps. All Officials Quick Guide (1/16/16) --- --------- ----- ----- No comments. Chief Judge Pocket Guide (1/13/16) ----- ----- ------ ----- This now looks very good. Page 12: Very last bullet: "bring your into" -> "bring your Tabulator into" In all the documents, sometimes it is "Tabulator" and sometimes "tabulator". What should the standard be for initcaps of this word? Page 14: In the bottom box, there is a "gray supply bin". Everywhere else in the CJ PG, this is now "gray bin". Also in other documents? Laptop Quick Guide (1/16/16) ------ ----- ----- The following are just repeats from my http://jgkhome.name/WakeBOE/2015_More_Documentation_Comments.txt comments on the 6/8/15 QG since the same text is in the 1/16/16 manual. (I haven't yet looked at the latest tutorial video to see if it has changed.) Page 2: Last major bullet: This emphasizes use of the Enter and Tab keys instead of clicking with the mouse. Yet the rest of the manual does not indicate such an Enter/Tab bias (it's very much mouse oriented). Nor does the laptop tutorial emphasize that you should use the Enter key instead of the mouse. Is this warning related to an old SOSA defect, long-since corrected? In my current position I don't use the laptop much, but have not recently seen any problems using the mouse (my preferred technique). Since you must do everything else via the mouse (clicking Clear, Tools, +, gray box, etc., etc.), it seems bad to say it is better to use the Enter key vs. clicking on Search if there is no longer a good reason to say this. At any rate, the documentation and tutorial should be made consistent. Page 2: "Always highlight the voter's row". Do you need to add something about clicking the gray box to effect the highlighting? That's what the tutorial emphasizes. Or can you click anywhere on the row? I don't have a laptop to experiment with. At any rate, the tutorial vs. Quick Guide difference needs to be fixed. Page 4: The Quick Guide (vs. the tutorial) says do not use the middle name field. Maybe this is just meant to be for initial entry vs. later on if further search refinement is required, but that's not what the QG says. The QG and tutorial should be made consistent. Page 4: "click the Close button at the bottom right ..." vs. clicking the standard Windows upper right "X", which I am sure many people do if they use Windows a good deal. Are there any known problems with using the standard Windows technique? Page 7: "Always highlight the entire row". Can you just click on the row's "+" without first highlighting the row? I don't have a laptop to experiment with. [I need to review other Wake and State documentation to see if they answer some questions (not listed here) that I have about this form.] Reasonable Impediment Declaration Form (NCSBOE 2015.12) ---------- ---------- ----------- ---- 1) Election date should be preprinted. 2) Our RT Officials will probably pre-enter the static information on some forms when time is available to speed up the filling out of a form when a voter requires one: Location Voted (i.e., precinct number). 3) "Location Voted" should be "Precinct Number". 4) Form should tell the voter to PRINT when entering data. [I need to review other Wake and State documentation to see if that answers some questions (not listed here) that I have about this form.] Provisional Envelope (UNDATED, NO FORM VERSION ID!) ----------- -------- 1) Top right corner: (something I had raised years ago and forgot about) Shouldn't the "before Election Day" be "before General Election Day"? 2) Reason 1: It would be a lot less confusing if the (3) part had some explicit note that this option applied ONLY for Early Voting Sites, not for the polling place they are at on election day. We don't want people wasting time trying to demand an absentee ballot request form at our precinct on election day and having to explain that we don't have one and it would be too late to use it anyway. 3) Reason 2: This "Unreported Move" is a little different from the prior use of the term. Before it meant the voter had unreportedly moved into OUR precinct. With the new envelope, it just says the voter moved into some precinct other than his previous precinct and the new one may or may not be ours. Except that the voter may not get a suitable ballot to use, I guess it still works about the same from the HT processing point of view. Laptop Online Tutorial ------ ------ -------- [[[ I haven't yet had time to review the current laptop tutorial and don't know if corrections were made. Since I won't have time for this for a while (I'll next be reading the very large "NC Voting Site Station Guide"), below I have listed my comments about last year's laptop tutorial. You can determine if they still apply. ]]] The down arrows are not supported in the exercises, yet they are described earlier in the tutorial. That could be confusing. The Tab key does not work in the exercises as it does on a real laptop. In the exercises it jumps over fields where it would stop on a laptop. In the exercises it jumps right to the desired field; on a real laptop the official would need to press the Tab key several times to get there. One of the exercises has "tyep" in the instructions. There is a line in the text near the end: "Chief Judge should maintain custody of laptop at all times." What does that mean? The laptop should never be left at the polling site, of course, but during setup and election day, it is often unattended or is being used by HT officials with the CJ nowhere in the vicinity. This text sounds like the responsibility the CJ has for the keys, but clearly the situation is different. $$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$ 2/04/16 comments update ======= ======== ====== 2016 Primary Manual (1/11/16 hardcopy) ---- ------- ------ Page 7: How about also including the spoiled ballots bag? It's easy ======= to do and also may contain some key information. Also, the HT binder is easy and seems important since it contains the Provisional Envelope Log. See below for our procedure, which will catch both these. Page 7: When would "completed Help Referral forms" not already be in the red plastic bag? If the earthquake hit right after the form was completed, I would say stuff it in the red plastic bag right away. On the other hand, there might be an *incomplete* Help Referral form that had user data on it (name, address, etc.), but not the rest of the checkboxes, signatures, etc. To cover all bases, maybe the emergency item should say something like "All marked Help Referral forms not already in the red plastic bag" Page 7: Move the Help Referral form item to right above the Red plastic bag item. That then keeps the RT, BT, and HT items grouped. Page 7: FYI, our emergency procedure will be fairly simple and ======= standard. In preparation we empty the gray bin of supplies during setup, putting the extra supplies somewhere else and then placing the empty bin behind the BT. On election day, the unopened ballot packs are stored in the gray bin. The gray bin becomes the collection area for almost everything in an emergency. The emergency assignments will be: * People(2): > Unplug and wheel out the Tabulator still on its steel Ballot Box * BT people: > Dump spindled ATVs, white plastic bag, spoiled ballots bag, and loose ballots into the gray bin > All the unopened ballot packs are already there * HT people: > Dump red plastic bag and HT Binder (which has the Provisional Envelope Log) into the gray bin > Dump any other critical material, e.g., partially filled out Help Referral forms, into the gray bin > Unplug and carry out the laptop * RT people: > Dump pollbooks into the gray bin > Dump any other critical material, e.g., partially filled out Help Referral forms, into the gray bin > Wheel out the gray bin after all the above dumping is finished The white plastic bag will have all the ringed ATVs and Curbside Affidavits. The red plastic bag will contain most all the Help Referral forms (see question above). The people who might be working at each table are told the above details, but it boils down to "Clear your table of anything important and dump it into the gray bin. It can be sorted out later." I will say that as a summary remark after going thru the above details at Monday Setup. Page 8: Under RESOLVE: Emphasize somehow "leaving the ballots in the bin". Last year when I worked out-of-precinct as an assistant, the judges at that precinct did not understand this requirement and adamently insisted that they should immediately feed the Emergency Bin ballots into the Tabulator after the Tabulator was working again. They then asked the BOE repair person, who did not give the right answer. I was about to call the Help Line to get their assistance when the coordinator stopped by and backed me up. Page 36: Second from last paragraph: In the CJ class, we were told ======= there would be a special designation on the ATV stating that the voter had registered within the last 90 days, so there is no need to check (and do arithmetic on) the registration date. Just be sure that special designation is there if an out-of-state DL/IC is presented. Page 37: Under Name Change or Correction: You must check that either ======= the old name or the new name reasonably matches the name in the pollbook. Page 38: First paragraph: Occaisionally -> Occasionally registrat's -> registrant's Page 38: Third paragraph: and Curbside Page 41: Item B: "Reasonable Resemblance" seems to be only one of the reasons for using Section B. Maybe instead change "resemblance" -> "an indentification issue" Page 42: First paragraph: "form of identification" -> "form of HAVA identification" Page 43: Delete item 3 from the "V" section. There will never be a ballot style to X over. Page 44: In the final paragraph, for consistency with the other descriptions in this section, somewhere say "check the "Not in Pollbook" box in section B..." Page 46: The BOE public phone number, (919) 856-6240, should be listed in the "Absentee Questions" section since the PO is supposed to tell the voter to call it. Alternatively, have a reminder that the number can be found at the bottom of the back of the cover page. Page 53: Item 3 in bottom section: Needs to clarify that the marking ======= of "Jurisdiction Dispute" is on the Help Referral form, which the voter then should take to the Help Table along with the ATV. Page 5?: Somewhere in the Ballot Table section mention that a BT ======= official is now permitted to do the markings of the ATV to reflect a UNA ballot choice if the RT official failed to do all that is required. And then the CJ needs to be informed so he can chastise the RT official. Page 59: The Curbside Voter ID List is not mentioned in Step 1. Page 69, On the small number of ID voters, page 34 says "fewer than 5%" Page 34: and page 69 says "fewer than 2%". (Is there a Dutch auction going on here?) If "2%" is good, use it in both places. Page 72: In the top list, two bullets got outdented rather than indented. Registration Table Quick Guide (1/14/16 hardcopy) ------------ ----- ----- ----- Page 1) Monday Setup: Init capping of checklist is inconsistent.
