                           BALLOT COUNT RECONCILIATION

Count each ballot pack when it is opened.  Open a pack only when ballots
from it are required.  The "100" packs, which are put together by
weight, often do not contain exactly 100 ballots.  That then makes
filling out the Reconciliation form very difficult at the end of the day
if the starting counts are unknown.  Record the true starting counts in
the "Counts for Opened..." column.

At the end of the day, in the "Delivered" column, record the sum of the
ballots that were in the opened packs plus the ballots assumed to be in
the unopened packs ("100 per pack").  Count how many ballots remain and
record that in the "Left at End" column.  Calculate the number of
ballots given out ("Delivered" minus "Left at End") and record that in
the "Used" column.  Use the "Totals" to fill out the Reconciliation
sheet.
