Also, at the end are other questions and comments about some things in our recent email exchanges. Chief Judge Pocket Guide (handwritten date of 1/31/18) ----- ----- ------ ----- The page numbers were clipped at the bottom of the hardcopy pages; they were pretty unreadable. Be sure the published version doesn't have this problem since the text of many CJPG pages refers to other pages by number. Page 2: Under "Monday, May 7": Has the pickup start time really reverted to 4:30? In November it had been changed to 4:00, which was a big help for the reasons I pointed out in the "Election Supply Pickups and Dropoff" section of my postmortem report: http://jgkhome.name/WakeBOE/Postmortem_2017-11-07.txt Page 7: Under "After 7:00 p.m.": It still grates to see just "cellphone" in that text. Maybe "cellphone or PC". Re my question last year: Did the BOE ever try to find out the percentage of CJs who used a PC (and printer) vs. a cellphone (and handwriting) vs. waiting for the Tuesday call (and then did handwriting) vs. something else to get and make several hardcopies of the last-minute absentee list? This might be a worthwhile CJ survey question after this election. Page 8: Under "Tabulator and AutoMARK", "Tabulator", before the "Open the key access panel ..." bullet: Add a bullet saying "Set up and plug in the Tabulator per..." (and reference the guide packed in the Tabulator case). Page 8: Under "Exterior", third bullet: bell -> bell button Page 10: Trying to keep that "page XXX" reference accurate will probably be a future problem. Why not just say "Section 1 of the Manual". You did that on page 6 (third bullet from the bottom) for the emergency procedures. Page 19: Apparently some procedure documentation got moved from the CJPG to the "Voters in Line at 7:30 p.m." form. Could I see a copy of that modified form? Page 19: Last bullet: I always end up writing in my copy of the CJPG after "AutoMARK": "NOT the Tabulator", so I don't again make the mistake of turning off the wrong thing. Page 20: A possible situation the Help Line might need to address some day: Suppose there are already ballots in the emergency bin because of a prior Tabulator failure, which was subsequently fixed. Some time later the Tabulator jams and the offending ballot also has to be put in the emergency bin. Will the prior non-empty status of the emergency bin make a difference, either now or at the end of the day? This additional complication isn't something the CJPG needs to discuss; it already says the Help Line has to be called to sort things out. Presumably the Help Line people would know to ask about the prior bin contents if it would make a difference. Page 21: Several inches from the bottom of the page (seventh bullet up): The CJ is told to write the precinct number on the purple envelope. That number has been preprinted on the envelope for the last several elections. Will that no longer be done? Or are there situations where it might not be preprinted for some precincts although it is for most? If this is a cover-all-bases situation, maybe add "if the number is not already there." Page 24: I certainly cannot read that CJPG map. Why bother cutting out a CJPG page with such a map? Put a readable sheet in the CJ Binder to be given to the Tabulator Delivery Official. That CJ Binder sheet should have the map and any other information the official might need. Last year for our precinct I put together a more detailed map showing how to get from our polling place to the Operations Center. For anyone who has not done it before, getting to that place, especially at night, would probably not be easy. Has the construction finished on the streets in the OC area? Last November on election day one of the key crossroads near the OC was still closed for construction work. Page 27: I'd recommend moving the Tabulator bullet (bullet 5) to the top of the packing list. The Tabulator is the bulkiest item by far and should be put in the trunk first, as is done at Saturday supply pickup. Having the list arranged in the best packing order would make it more helpful. Then one person can read out the list in order and check off the items when others put them in the car as they are called out. Comments on the attached 2/1/18 email -------- -- --- -------- ------ ----- 1) Will the mouse and mouse pad also be delivered in and returned in the Help Table Kit? Your attached email just mentioned the power cord and extension cord now being in that kit bag. Page 27 of the new CJPG was changed to now list only the laptop going in the laptop bag, so it is now unclear where the mouse and mouse pad go. I forget if there is also a charger brick with this laptop. 2) Was my old comment about the Absentee Envelope ever passed on to the NCSBOE? I would hate to see they have finally done a revision, but did not fix that bug because no one pointed it out to them. Ditto other NCSBOE form comments I have often made, e.g., on the Provisional Envelope and the List of Acceptable IDs form. 3) Was I mistaken that there are possible nonpartisan elections that a 17-year-old (to be 18 by general election day) can vote in? At least theoretically -- whether there actually will be any such election on 5/8/18 may still be in flux. However I read your 1/27/18 email that such underage people could no longer vote in ANY nonpartisan election; that sounded wrong to me. I know there are SOME that such a voter can not vote in, e.g., NC constitutional amendments. But are they really ineligible to vote on ALL nonpartisan ballot items? 4) My main concern about revision dates is that they be explicitly and accurately shown on any drafts I am asked to review; this helps reduce ambiguity in later communications. It is OK, although undesirable from my experience, not to have exact calendar day revisions dates on the final (published to the public) documents. However there must be some unique version identifier, like "May 2018", on the public document and there must be *ONLY ONE* version of the document that gets distributed (via hardcopy and digitally) with that identifier.
