I'm was happy to see a revision date on each of the FAQs files. Since the files are so large, if changes are made to the current items or new items are added, be sure to flag the changes/additions somehow so we don't have to reread the files from scratch to (hopefully) see what is new. Basic Training FAQs (9/21/17) ----- -------- ---- Q: What do I do if I attach the wrong label to a voter's ATV? Could you put the new "Instructions for Spoiling an ATV" sheet on the website or send me a PDF? Thanks. From the experience I had in CJ class with the sample labels, I see they are VERY sticky and easy to accidentally get stuck on the wrong thing. (Don't let a label get near ANYTHING except its intended position on the ATV.) I plan to warn my people to be very careful with the labels, given the consequences of damaging a removed label if it gets partially attached to the wrong thing, including another label. And don't create a spoiled ATV situation by putting a label on an ATV too soon, e.g., before discovering that an ID Required person might want to go outside to retrieve a forgotten ID. That spoiled ATV would be a Registration Table error leading to a ticked off voter who now has to vote provisionally AND then later has to drive downtown to present the ID that he had mistakenly not brought into the voting enclosure. Q: If a voter's label has ID printed on it, can they present an expired form of Identification? There was a missed opportunity here to say that an NC driver license or NC ID card MUST be current. Q: If a voter's label has ID printed on it, will they have to show idea at every election? idea -> ID Q: Does the Curbside Official have to read the Affidavit to the voter, or may the person read it and sign? The "A" documented here is "Either is acceptable." I like that answer. I had asked the same question in my document reviews and was told the Curbside Official must read the Affidavit Oath to the voter. The intent was to eliminate options for the official. Given the above "A" in the FAQs, I'll now go with: The Curbside Official should use their judgement about what is best to do for each voter. When I acted as a Curbside Official, I gave a short explanation to the voter, but let the voter read the oath. However if I saw that might be a problem for this voter, I was prepared to read the oath to them. Help Table Training FAQs (9/21/17) ---- ----- -------- ---- Q: If an incoming precinct transfer comes directly to the Help Table, should I ask them to go to the Registration Table? The "A" documented here is "No." I like that answer. Sometimes in the past we had been told the opposite. Some other items I would like to see as Q/As: ==== ===== ===== = ===== ==== == === == ===== More details on the following items were in http://jgkhome.name/WakeBOE/Comments_2017-11-07_Election_Documents.txt, a summary of my draft document comments that had not gotten into the published versions. 1) For the Provisional Envelope, say it is correct (and recommended) to check multiple reasons if multiple reasons apply for this voter. 2) The 8/1/17 hardcopy Chief Judge Pocket Guide handed out at my CJ class had an error on page 2. It said the CJ PG should be put in the Blue Reconciliation Bag at the end of the night. The teacher said to correct the hardcopy to "the Chief Judge Supply Bag", which is what the online CJ PG (also dated 8/1/17) says. In contrast the three Chief Judge Notes pages at the end of the CJ PG (both hardcopy and online) say the guide should be put in the Chief Judge Binder. I pointed out the conflict at the class. Personally I think putting the CJ PG in the binder instead of the supply bag is the right thing to do. See rationale below. That is what I had recommended in my comments about the Blue Reconciliation Bag error when I pointed it out in my November 2016 postmortem report. The CJ PG text for this packing went bad (Blue Reconciliation Bag error) in the version for the 11/16 election; it had been correct before then, saying CJ Binder. For the 2017 version the text was fixed to CJ Binder in three out of four places; the fourth place, page 2, first was unfixed (left at Blue Reconciliation Bag) and then was changed to CJ Supply Bag, still inconsistent with the other three pages which still say CJ Binder. My rationale: The binder is where all the other checklists are put (per page 16 of the CJ PG). Also, it is more likely that this small booklet will be damaged or lost if it is just put loose in the supply bag with the three big R/W/B plastic bags and the binder. However if the BOE has some good reason for saying supply bag rather than binder, so be it. In any event, ALL four places in the CJ PG should say the SAME thing and the final agreed correction should be documented here in the FAQs. Jeff
