* *** COMMENTS_ON_2017_CHIEF_JUDGE_POCKET_GUIDE TXT - 26 Jul 2017 14:56:15 - JKNAUTH I have only a few comments on this draft. [PM]#n refers to comment #n in http://jgkhome.name/WakeBOE/Postmortem_2016-11-08.txt. Chief Judge Pocket Guide (7/26/17) ----- ----- ------ ----- Page "0": (This page didn't get a number for some reason.) Under Chief Judge Notes, it still says the CJ PG should go in the Blue Reconciliation Bag at the end of the night. Instead it should say the CJ PG should go in the Chief Judge Binder. You did make the correction on page 15. However pages 20, 21, and 22 all still have the same error under Chief Judge Notes as does page "0". See [PM]#1 for the original comment/rationale. Page "0": "Whom To Contact" (at the bottom) if any English majors want to be picky. However, I'm fine with the way it is. Page 1: Only the October dates are mentioned. Will two versions of the CJ PG be printed with the appropriate version given out to each CJ? That would seem to be expensive and error prone. Can't the November dates be squeezed in? Page 4: First sentence seems too constraining - using just a cellphone to access the website. What about a PC, or tablet, or smart refrigerator, or Alexa, ... who knows what people use nowadays? Anyway, I found that section somewhat confusing about the timing involved, etc. I think most CJs would wait until they got home to have a PC and printer to print multiple copies of the list (multiple hardcopies are required), and probably also mark the pollbooks while they were at it. At least that's what I do. I suggest instead: If I can access www.WakePrecinctOfficials.com after 7pm, I will go to the Last-Minute Absentee List and record the names and VRNs of the last-minute voters listed for my precinct. If I cannot get to the website, the Board of Elections will call Tuesday morning and provide this voter information. See Last-Minute Absentee Voters on page 6 for what to do with it. I used "Last-Minute Absentee List" above instead of "Monday Night Absentee List", but convert that to whatever term is preferred as (finally) *THE* term for this list. (See my earlier comments on this terminology.) Get the BOE docs (manual, guides, flowcharts, wherever) and the PO website to use ONE term. Aside: Note that I always use the VRNs as part of my checking to make sure I have the right voter for the pink A marking. The VRNs are also included in my printouts for the Help Table and the big absentee list addendum. Page 5: Interior, third bullet: pack of each style -> pack of each ballot style Page 6: First subheading: Absentee Voters -> Last-Minute Absentee Voters Page 9: Bottom section: Add back the emphasized "Not the Tabulator" that you removed. This is to help harried CJs at the end of the day turn off the AutoMark, *NOT* the tabulator, while zipping thru this section. I personally know of at least one CJ who needed such a clue and had the previous CJ PG author include that warning after having accidentally once turned off the tabulator. Duh! Page 9: Under Emergency Bin: The "if it was used during the day" phrase got mistakenly moved. Where it got placed seems to make opening the emergency bin optional. It isn't; the bin must ALWAYS be opened. Then the "If it was used..." (i.e., bin is not empty) test is applied to see whether the following steps should be taken. The "If it was used..." should be put back where it was in the 2016 edition. Page 12: See my [PM]#10 comment about the inaccuracy of "in the voting booths" (two places). "voters in voting booths" is really "voters with ballots OTHER THAN the voter with the jammed ballot". Maybe use a simple phrase like "other voters" in the body with an "*" footnote to explain the term, where the footnote says something like: "Other voters" means voters who have gotten a ballot and been assigned an ATV number but have not yet inserted their ballot into the tabulator, e.g., they are in line for a voting booth, or are in a booth, or are in line for the tabulator behind the voter with the jammed ballot. As I'm sure you are aware, on a busy day in a large precinct, this can be a VERY hard number to determine accurately. However if you can figure out the number, then the algorithm seems correct. Page 15: Barcode scanner -> Barcode scanner (if issued) as is said for the cellphone. See [PM]#8. Pages 20, 21, 22: See Page "0" comment above.
