* *** COMMENTS_ON_PROVISIONAL_ENVELOPE_FOR_11-2017 TXT - 24 Jul 2017 00:45:33 - JKNAUTH Provisional Envelope (undated) ----------- -------- 1) The list of reasons on page 76 of the manual doesn't match the list on the current envelope too well. Different phrasing for some, others are in the manual but not on the envelope, or vice versa -- changes that have occurred over the years and the two docs were not kept in sync, or some reasons were too arcane to put in the manual, etc. Since nowadays the manual is no longer considered the place to explain the details for the envelope, but just give a general idea about it, I'd suggest cutting down the list and saying in the lead-in, "Below are some of the more frequently occurring reasons." Then for the list maybe just have: 1) Unreported move -- voter moved from the previously registered precinct to another precinct more than 30 days ago and did not notify the BOE 2) Incorrect precinct -- voter is registered in some other precinct and has not lived in this precinct for at least 30 days, but wants to vote here 3) Completed a registration application before the deadline -- voter thought registration was done in time, e.g., at the DMV, but the registration does not yet appear in the BOE database 4) No record of registration -- voter never tried to register in Wake County, or possibly the voter did register and the data was misentered or was mistakenly deleted at the BOE 2) In some past elections it was documented (in the manual) that multiple reasons should be checked on the provisional envelope if appropriate. The envelope never said that explicitly, as I recall, although I had pointed out that missing directive. That directive no longer appears in the manual (and still is not on the envelope). In contrast, both seem to stress checking "the" reason. However multiple reason checking still might be appropriate, given the current envelope wording. For example, "Unreported Move" on the envelope allows the voter to have unreportedly moved to ANOTHER precinct other than ours; whereas the manual's idea of an unreported move is for someone to have moved from another precinct to OURS more than 30 days ago, but didn't notify the BOE. If an unreportedly-moved-to-not-OUR-precinct voter wants to vote in our precinct, then both reasons 1 and 2 seem appropriate. Or does the BOE have a preference if only one of these should be checked? Of course there are other cases where multiple reasons could be checked. Just how much info does the BOE want to collect if a voter shows up with multiple things wrong? Checking multiple reasons seems consistent with the idea of collecting as much useful information as possible, which is stressed elsewhere for filling out the provisional envelope. 3) In the upper right corner of the envelope is "Will you be at least 18 years of age on or before Election Day?" Several times I have noted that I think this should be "General Election Day", not just "Election Day". Is that wrong? You can still be 17 and vote on (e.g.) a Primary Election Day, but only if you will be 18 by the next General Election Day, not just any old next Election Day, which might just be a primary runoff election.
