* *** HELP_TABLE_AND_CURBSIDE_QUESTIONS TXT - 9 Mar 2016 22:41:38 - JKNAUTH 1) Is the curbside *photo ID* checking (text on the back of the privacy shield) supposed to be identical to that used at the RT and HT? I assume YES and that the discrepancies are typos on both sheets. For example, a) For curbside, is the (missing) 70-year-old expiration exemption applicable to DMV IDs and out-of-state driver licenses? I assume YES, i.e, the same exemption should apply curbside as at the RT. b) Is the non-operator's identification card mentioned for curbside also good for RT checking (and with the 70-year-old exemption). I assume YES. Presumably this is another state's version of NC's DMV Identification card. 2) What should HT officials say to a voter about the ID to take to the BOE to resolve a "No Reasonable Resemblance" issue, given the mismatch between FAQ and Supplemental Guide vs. push card, poster, and Provisional Voter Instructions. See my previous question on this in my 3/7/16 comments on the Voter ID Class Material. 3) The HT HAVA list in the "Voter ID Sample Signs and Forms" handout did not specify any expiration date restrictions for the photo ID documents. Are there any now? In the past they had to be unexpired. 4) Provisional Envelope: "ID Provided" blue box near the bottom of the front side: Is the "Yes" box checked if a good HAVA ID other than a standard photo ID (i.e., acceptable to the RT) is provided, or is "Yes" checked only for an ID the RT would bless, i.e., a gold-standard photo ID? Or is it to say ANY ID was provided, good or bad, any type? At any rate, it seems to involve some unfortunate envelope flipping since the HT doesn't do the photo ID check until Step 1 on the back side. (See next question.) A lot of people may forget to check that front side box. Is it superfluous given the other data collected on the envelope and attached Help Referral form? 5) Provisional Envelope: "Ask for a valid photo ID", step 1 on the back: I assume this is a full check, just as the RT would do. In many cases it will repeat the check already done by the RT, although in some cases the name check would have to be done against the name the voter writes on the Provisional Envelope, not the name on the ATV, which may not be available (ATV Not in Pollbook), or the ATV may be suspect ("A" on ATV). I hope there will be many circuits and people available for the Help Line on 3/15/16. Every time I poke at this I find more to ask. Hopefully a lot is going to get shaken out with this election, making the following ones easier to understand and to document procedures. Jeff Knauth
