Registration Table Processing as Modified by Photo ID

      STEP 1:  Find the Voter's Label and Confirm It with the Voter

  1. Ask voter for name.
    (If the voter tries to give you their photo ID too soon, ask them to please hold it while you first seach for their pollbook label.)
  2. Do name search in pollbook to find a "best-can-do" label.
    • If multiple labels are found for the stated name (or something close to it) or the name cannot be found at all, have a dialog with the voter about the name -- spelling, recent name change, order of name parts, etc.
    • If there is still a question, ask the voter for the residential address to help find the best label.
      (A dialog with the voter may be required, e.g., if the voter said there was an address change.
      If the voter says he/she never lived at the label address, you have the wrong label or there is a database error.
      The residential address will be asked for in the next step if not asked for here.)
    • DO NOT send the voter to the Help Table yet for any label problems seen now.
      (Things like "V", "A", name change, and address update will be handled in later steps. For now you just want to find the correct label for the voter, not worry that some of the label information may be obsolete, mistyped, or otherwise need later work.)
    • Send the voter to the HT now ONLY if the label cannot be found.
      The voter will take no ATV to the HT.
  3. Ask for residential address if this was not done above.
    (A dialog with the voter may be required, e.g., if the voter said there was an address change.)
  4. Ask for party affiliation if this is a primary election.
  5. Check that name, address, and party affiliation match the label found.
  6. Read label's name, address, and party affiliation aloud to the voter to verify the label with the voter.
    (This is the last-registered information for the voter. It may now be out-of-date, but must be recognized by the voter.)
  7. Remove label from pollbook and attach it to an ATV.
    Be sure to attach the correct label !!!
  8. Mark appropriate ATV Section A boxes if any wrong name, address, or party was noted on the label.
  9.   STEP 2:  Check the Voter's Photo ID

  10. Ask voter for photo ID.
    (Photo ID alternatives are given to the voter, including going outside to get a forgotten ID, then getting back in line.)
    (If the voter leaves temporarily, store the voter's ATV at the Help Table and note this on the pollbook label stub.)
  11. Check ID type, possible expiration date, voter appearance, and "name on ID" vs "name on pollbook label".
    • For details see the Photo ID Quick Guide.
    • IGNORE any address on the photo ID.  A photo ID address need not match the label address.
    • If the photo ID check fails
      • In the Help Table section of the ATV, mark the "No ID" box and the "Photo ID" box below it.
      • Voter DOES NOT sign the ATV and you DO NOT initial it.
      • Send the voter with the ATV to the HT.
  12.   STEP 3:  Process the Labeled ATV

  13. Do normal "V", "A", name/address change, "ID", etc., processing per the Manual and RT Quick Guide.
    (If there is an address change or party dispute, don't forget to cross out the ballot style on the label.)
  14. If there is any problem, send the voter with ATV to the HT with the proper ATV reason box(es) marked.
    • When sending to the HT, DO NOT have the voter read the certification text or sign by the X.
    • When sending to the HT, DO NOT initial the ATV.
  15. If the voter is unaffiliated
    • Ask the voter to state their ballot style preference.
    • Repeat the voter's choice aloud.
    • Cross out all other ballot styles on the label.
  16. Only if there are no problems:
    • Have the voter verify the label data, read the "I certify that" items, and sign by the X if all is OK.
    • Then you initial the ATV.
    • Finally, send the voter to the Ballot Table with the ATV.

Background Notes

Requiring a photo ID check for each voter changes Registration Table (RT) processing. The order outlined in this document ensures that a photo ID check is always done somewhere. In most cases the check is done only at the RT. If the voter is sent to the Help Table (HT) for any reason, the HT Official does the check ONLY if there is no ATV provided for the voter at the RT (voter's label cannot be found in the pollbooks) or if the RT Official marked in the Help Table section of the ATV that the voter had no photo ID.

Sending the voter to the HT too early from the RT could result in no one doing the photo ID check. For example suppose the RT Official saw a "V" on the voter's label before doing the photo ID check and then erroneously sent the voter to the HT immediately without having done the photo ID check at the RT. Seeing that the "No ID" box and the "photo ID" box below it were NOT marked on the ATV, the HT Official would assume the RT Official had done the photo ID check successfully and would not do that check at the HT, so no one would do the required check. The procedure order documented here ensures the proper checking will be done.
