If the voter is an "Incoming Precinct Transfer with
an ATV", send them to the Help Table with the ATV.
For ALL OTHER VOTERS, do the following three steps in order.
STEP 1: Find the voter's label. Confirm it with the voter. Put it on an ATV.
> Ask the voter for their NAME -- start the label search. Problems? See name Hints
> Ask the voter for their ADDRESS -- finish the label search. Problems? See address Hints
> Ask the voter for their PARTY AFFILIATION (Primary elections) Problems? See party Hints
EXCEPTIONS
Voter's label not found: Send the voter to the Help Table with no ATV. "Voter's label not found" is the only reason to send the voter to the Help Table in this Step.
Wrong name, wrong address, or wrong party on the label: Mark one or more of the Section A boxes: Name on label is wrong, Address on label is wrong, Party dispute. Go to Step 2.
V , ID , or A on the label: Ignore for now -- these will be handled in Step 3. Go to Step 2.
STEP 2: Ask the voter for a photo ID. Verify it.
? Is this a valid type of photo ID? Problems? See ID Hints
? Is the ID unexpired? See the Photo ID Quick Guide for photo ID details.
? Does the voter "resemble" the photo on the ID?
? Is the name on the ID "equivalent to" the name on the label?
EXCEPTIONS
Photo ID check fails: Mark both the No ID and Photo ID Section A boxes. The voter must not sign the ATV. You must not initial it. Send the voter to the Help Table with the ATV.
STEP 3: Process the labeled ATV. [Either a Perfect Scenario or exception(s) exist.]
EXCEPTIONS
ID on the label: Go to Process HAVA ID (block on the right). When complete, it will RETURN HERE.
Catch all: If any items in the ATV Exceptions list (block above on the right) now apply to this label, finish Registration Table processing by going to the Finish Handling Exceptions block.
Definition of a PERFECT SCENARIO VOTER
A voter who has a pollbook label with no exceptions
(Photo ID exception already handled; voter was sent to Help Table.)
