Curbside Voting Procedure  (March 2024)

OFFICIALS
((((  DING DONG!  ))))   Voter presses doorbell button on curbside stand to request service.
 CURBSIDE
VOTER
Take blank ATV, brown privacy sleeve, black pens, and handout to voter's car.  →→

 REGISTRATION
TABLE
  • Give "Some Curbside Voting Considerations" handout to voter.
  • Write our precinct number in ATV Section B's oath; then read oath to voter.
  • Ask voter to complete and sign right side of Section B, then return ATV to you.
Be sure you can read what the voter wrote. That's what will be used for voter lookup.
If affiliation is UNA, ask voter for their party choice for this election and mark it in the gray box if voter has not already done this.
  • Ask voter to state their name, residential address,  and party affiliation.
  • Check that these match what voter wrote in Section B, then repeat it aloud to voter.
  • Ask voter to present an acceptable form of photo ID.
  • Curbside Official verifies ID (including name vs Section B), then signs left side of Section B.
←←←←←←   Go to Registration Table with ATV, pens, and privacy sleeve.
Registration Table Official finds voter in pollbook, verifies voter information, removes label from pollbook, and affixes it to Section A of ATV.
For a UNA voter, RT Official marks out extraneous ballot styles.
Note:  If this is not for a "Perfect Scenario Voter" (e.g., there is a mismatch between the label and ATV Section B for name or residence address, or "A" or "V" is on the label), then the Curbside Official must go to the Help Table, taking the ATV with the attached label.  The Help Table Official, Curbside Official, and voter will then interact.  An "ID" designation on the label will require going back to the voter to request and check HAVA ID verification documents.
↓↓↓   Take ATV to Ballot Table for part of standard ATV processing.
BALLOT
TABLE
Ballot Table Official checks ATV for ballot style, gets ballot, and records issued ballot style on ATV, but DOES NOT number or spindle ATV yet.
Take ATV, pens, and ballot (inside privacy sleeve) to voter's car.  →→→→→

  • Ask voter to first verify data on ATV label, then review "I certify that" section and sign by big X.
  • Voter verifies and signs ATV Section A, then returns everything to Curbside Official.
  • Curbside Official checks that form was signed and then initials ATV Section A.
  • Curbside Official only then removes ballot from privacy sleeve; gives it, pen, and sleeve to voter.
  • Voter marks ballot and puts it into privacy sleeve, then returns everything to Official.
  • Curbside Official asks voter to wait while ballot is inserted into Tabulator.
JUDGE
←←←←←←    Return with ballot (inside privacy sleeve), ATV, and pens.
Note:  Here the term "Judge" means either of the two Judges or the Chief Judge. If the Curbside Official is a Judge, the ballot must be given to a different Judge.
Ballot (still inside privacy sleeve) and ATV are given to a Judge, who verifies ATV has been completed properly.  Judge then takes ballot from inside privacy sleeve and inserts it into Tabulator.  If ballot is rejected, Curbside Official must take ballot back to voter, report the Tabulator's rejection reason, and ask voter how to proceed.
↓↓↓   After ballot is accepted by Tabulator, take ATV to Ballot Table.
BALLOT
TABLE
ATV is given to Ballot Table Official to be numbered and spindled.
Take "I Voted" sticker to voter and say "Your ballot was counted".    →→→→

OFFICIALS
←←←←←←←←←←    Return with curbside voter's "Thank you".
