* *** COMMENTS_ON_BASIC_MODULE_FOR_2026-03-03_ELECTION TXT - 28 Jan 2026 16:06:16 - JGKNAUTH Most of my 9/15/25 comments on the 2025 Basic module still apply. See https://jgkhome.name/WakeBOE/Comments_on_2025_Basic_Module.txt The black screen and "EXIT THE COURSE" problems did not occur this time. The only such "module playing" problem I hit was that Ethan's intro stopped abruptly when he said "There are two main sections...". The module then went right to Slide 5, "What You Will Need", and never went back to Ethan to complete his module overview video. The Menu sidebar is not displayed automatically. Somewhere you should say it can be displayed by clicking the hamburger icon in the upper left part of the screen. The menu is very useful. "========" flags the most significant comments. Slide 14 This one is weird. Sometimes Slide 14 briefly appeared before being replaced by the Primary video. From what I could see, slide 14 was a non-primary slide. It does not consider party registration (or age) when determining the voter's ballot style. It says "In this election, only a voter's residential address determines the voter's ballot style." and then plays the video which contradicts what the slide just said, as does Slide 15. It looks like Slide 14 appears longer only the first time the module is run. Slide 25 ExpressVote video: This video is under Monday Setup, yet the full EV activation is done vs just a plug-in. Also, it does not mention that the full activation must be done by the CJ, not anyone else, except that the two Judges can help by monitoring the activation process. Slide 25 ExpressVote video: I always make sure the EV is oriented properly: Voter has back to the wall and screen is visible only to the voter. That way the voter's input is hidden from onlookers. Your later Voting Enclosure example diagram is along those lines. However the video seems to go the opposite way. Slide 32 The HT officials are told to ensure the Help Line number is programmed in the phone to avoid spam. Why isn't this done by the BOE Staff when the phones are put in the CJ Supply bags? Is this just a doublecheck? I wonder how many Officials do this step since it isn't mentioned on the HTQG. This online module or in-person class instruction will have been long forgotten by Monday Setup. Moreover, the last phone Guide I saw (2024.v.2) has nothing in it saying how to program in the Help Line number. That Guide assumes the number is already in the contact list. Has the Guide been updated with "How To" instructions for this or what to do if the phone hasn't been programmed properly -- "Call the Help Line! (but not using the improperly programmed contact list)"? Slide 48 The old polling place must also check there is no pink "T" on ======== the label. Also, I didn't understand the last sentence on the slide. Other than checking for a handwritten "A" or "T", why does the PO at the old polling place have to check for any other exceptions? Instead the PO at the new polling place should see all other exception info on the voter's VAST screen and use that for future processing. What should be emphasized is that the two POs use the last four VRN digits to make darn sure the right label is to be marked. Slide xx Unaffiliated processing seems to be completely missing from ========= the RT slides. That area is pretty important for a primary election. I went thru the RT section several times and couldn't see any place where I might have clicked something to skip this important set of steps: Query a UNA voter for the ballot choice, repeat back the choice, and mark out extraneous styles on the ATV label. The steps are in the RTQG flowchart, but are not placed were they should be. See the next item on RTQG flowchart issues. Slide xx My issues with the RTQG flowchart (and its use in the Basic ========= module) should be well known by now. They have long been documented in detail, e.g., in https://jgkhome.name/WakeBOE/TEMPORARY/Actions_Summary.htm, as the first item in the "Main Areas..." section. Those issues definitely still exist. Slide 60 Note the RT Official asks for party affiliation (as well as ========= name and address) before confirming the label with the voter. This is correct. Page 38 of the Manual also has this correct order. However the RTQG flowchart uses a different order, which I think is incorrect. Then all three "documents" do a photo ID check before attaching the label, which I definitely think is incorrect. It's one of the main issues noted in the item above. That delayed attachment causes lots of later problems, as I have previously documented in detail. Slide 102 This slide should say don't open an ExpressVote pack until an EV ballot is needed. Why wait until slide 103? Slide 105 "because" => "if" Slide 108 Delete the last sentence. It's covered by slide 107. It's confusing that it's here again on the slide covering initials (red arrow), not the signature. Slide 109 The ballot style may also be absent (marked out) because of a party dispute. The current words cover just "V" and "wrong address". Question #10: The answer shown is to call over the CJ (which I favor). However in the CJ class, I think we were told the BT could point out problems to the RT without telling the CJ. I, the CJ, would rather get involved. Which is the proper thing to do nowadays? I plan to instruct my BT Officials to always tell me if they find something incorrectly done by the RT or HT, so I know who is doing (or not doing) what. Tabulator video: This is an old comment (backed by a bad experience and ========= reported in detail elsewhere), but definitely a comment worth repeating: Telling the voter to watch for a count change is a very bad way for the voter to see that the ballot has been accepted. The count change is very easy to miss. The big accepted vs error screens on the modern Tabulators are what should be used instead. Curbside video: "F" processing is not mentioned. "F" on the pollbook ======== label could certainly occur for a curbside voter. Curbside voters can have ANY imaginable exception -- and some we didn't imagine. Recall the curbside voter a few years ago who was a confidential voter and needed to make an address change. As previously emailed to Elections, I have added "F" processing to my diagram: https://jgkhome.name/WakeBOE/curbside-2026-March.htm Jeff
