Procedure for Name Not Found in Pollbook (2008)
A voter has been sent to the Help Table because the Registration
Table officials could not find the voter's name in the pollbook.
Search for the voter's name using the laptop.
- If the voter is NOT registered in Wake County:
- This voter cannot vote a normal ballot.
- Explain the situation to the voter.
- If the voter still wants to vote, use a provisional ballot.
- If the voter IS registered in Wake County:
- Have the voter complete Section B of the yellow Unreported Move ATV to
record the voter's current address information.
- Use the laptop to find the precinct for the voter's current residence address
(NOTE: this is an address search, not a voter name search).
- If the voter's current address IS NOT in YOUR precinct:
- Direct the voter to the precinct associated with his/her current address (or with
the registered address, if he/she has not lived at the current address for 30 days).
- If the voter insists on voting in your precinct, use a provisional ballot.
- In either case, destroy the yellow ATV form.
- If the voter's current address IS in YOUR precinct:
- See if an "unreported move" can be processed.
- If the voter DID MOVE to your precinct from a previously registered address:
- Check the "Have you lived here for 30 days or more?" field.
- If the move was LESS THAN 30 days ago:
- The voter has not yet established a voting residence in your precinct.
- Direct the voter to his/her registered (old) precinct to vote.
- If the voter still wants to vote at your precinct,
use a provisional ballot.
- In either case, destroy the yellow ATV form.
- If the move was 30 OR MORE days ago, process an Unreported Move:
- The voter has established a voting residence in your precinct.
- Complete Section C of the yellow ATV using laptop data for the voter.
- Initial Section A of the yellow ATV.
- Fill in Election Date in Section A of the yellow ATV.
- Send the voter to the Ballot Table to get a ballot.
- If this point of the flow is reached, something unusual has happened:
- The voter is registered in Wake County, currently lives in your precinct, did not
move since registering there, but is not in the pollbook.
- Recheck the pollbook; maybe the Registration Table official overlooked the name.
- If the name is still not found:
- Call the BOE to find why the name is not in the pollbook.
- Probably a provisional ballot will be required.
Some reasons why a name might not be found in the pollbook:
- Name may have been misspelled.
- Name may have been changed by marriage/divorce.
- Name may have unusual characters (quotes, dashes, spaces, etc.) and
may be sorted to an unexpected place.
- Pollbook may be defective: missing pages or has pages missorted.
- BOE may have accidentally deleted the wrong name, e.g., on the death or move of a spouse
or of a junior/senior.
Ask if the voter has the most recent Wake County Voter Card. The
name spelling on it may provide a clue.
