Added information about confidential voters.
Added actions to take if a voter refuses to provide the requested registration information or is unable to do so verbally.

For the display I added spacing above and below the main heading; however for the printer I did not add the extra spacing, which would have caused overflow to a second page.

Step 3 in the Exceptions section: A few iterations ago I re-ordered the right-side boxes and added some arrow images to show the flow. That has now let me remove some text directions in the Step 3 block, e.g., "(block on the right)", "(block above on the right)", and the "RETURN HERE" ovals. They are no longer needed and now would be just clutter. That gave me room to provide better explanatory text.
Process HAVA ID block: I reworded this to make explicit when the block's processing converts the "ID" to an HT-required exception and when its processing deletes the possibility the "ID" is such an exception: HAVA ID check fails vs passes.
ATV Exceptions List block: I made the list clearer, including a better lead-in. I also added some explanatory information as comments on the right side. For completeness I added the photo ID exception even though that exception has already been handled in Step 2 (voter sent to HT, so will never see Step 3), well before the list is first examined (Step 3).
In an earlier note I forgot to point out that I had removed the down arrows between the Steps. Numbering the Steps made the flow pretty obvious, so the arrows were not needed. The down arrow removal simplifies formatting. Also I found at least one browser (Silk on Kindle) that does not display such UTF-8 arrow characters properly.
In contrast, I had created the left-right arrows with PowerPoint and then turned them into images with Windows Snip & Sketch to the clipboard and then Windows Paint to PNG files that become source for <img> tags in the flowchart file. (There may be an easier way, but this one works.) None of my test browsers have had problems with such images, which is good since those arrows are much more meaningful than the down arrows.
I used a yellow box at the top left to emphasize "For ALL OTHER VOTERS, do the following three steps in order."
I made miscellaneous spacing adjustments to keep the chart on one page.
