If the voter is an "Incoming Precinct Transfer with an ATV", send them to the Help Table with the ATV.

For ALL OTHER VOTERS, do the following three steps in order.

STEP 1:  Find the voter's label.   Confirm it with the voter.   Put it on an ATV.

 >  Ask the voter for their NAME -- start the label search.   Problems? See name Hints

 >  Ask the voter for their ADDRESS -- finish the label search.   Problems? See address Hints

 >  Ask the voter for their PARTY AFFILIATION  (Primary elections only) Problems? See party Hints

  • Read aloud this data FROM the found label. Have the voter confirm this is THEIR label.
  • If the voter's label is found, attach it to an ATV, but NOT BEFORE getting the voter confirmation.

If voter's label is not found:  Send the voter to the Help Table with no ATV.
("Voter's label not found" is the only reason to send the voter to the Help Table in this Step.)

If wrong name, wrong address, or wrong party information is on the label:
Go to the Handle "Obsolete" Information on the Label block in the right column.
(Note that "wrong party" applies only to primary elections.)

If  FIDVPA, or T is on the label:  Ignore  for now (will be handled later). Go to Step 2.

STEP 2:  Ask the voter for a photo ID.   Verify it.

 ?  Is this a valid type of photo ID?  Problems? See ID Hints

 ?  Is the ID "unexpired"? See the Photo ID Quick Guide for photo ID details.

 ?  Does the voter "resemble" the photo on the ID?

 ?  Is the name on the ID "equivalent to" the name on the label?

  • Ignore any address on the ID.  An address there does not have to match the address on the label.

If Photo ID check fails:  Mark both the [ No ID ] and [ Photo ID ] Section A boxes.  Then go to the
Handle Exceptions  block in the right column to first handle any other exceptions and then finally to send the voter to the Help Table.

STEP 3:  Finish processing the labeled ATV.  First handle any exceptions.

If any other exceptions are on the ATV:  i.e., if  F, ID, V, P, A, or T are on the label or if you marked the [Address on label is wrong] or [Party dispute] (primary elections only) boxes, go to the Handle Exceptions block in the right column.  Return here if directed to do so.

  • If the voter is Unaffiliated,          
    • Ask the voter for their party choice for this election.
    • Repeat the choice aloud to the voter.
    • Cross out any extraneous ballot styles on the ATV.
    (Do this only for primary elections)
  • Give the ATV to the voter and ask the voter to
    • Verify the label information.
    • Read the items below the "I certify that" line.
    • Sign by the big X if all is correct.
  • You then initial the ATV in the Official's Initials box.
  • Send the voter to the Ballot Table with the ATV.

Handle Exceptions

  • NO:    Go to Return here in STEP 3 in the left column.
