Checklist for the 5/19/26 Meeting

Below are the things I would most like to have discussed at the 5/19/26 meeting.  The key items (those at the top, i.e., page 1) are what I had brought up many times over the years via my "Actions Summary" webpage and via email comments.  This checklist is intended to help organize the meeting and focus on the key items.  For convenience it provides links to the supporting material for many items.

Main Areas of Concern    (the key section of the "Actions Summary" webpage)

  1. We should use something similar to my RT flowchart vs the RTQG flowchart.
  2. There should be a Provisional Envelope "photo ID reminder" checkbox.
    (The HTQG Flow Chart #2 footnote callouts are very easy to miss.)
  3. Can we "Skip selecting 'Report Options' for tapes #3 thru #5?"
    (I need an answer to the question I raised on CJPG page 28.)
  4. Fix the text in the bottom left cell on CJPG page 33.
    (minor change)
  5. Provide good documentation for finding ExpressVote ballots.
    (See the CJPG section in the 5/10/26 comments file.  My CJPG errata page shows what should be said.)
    • Manual:  Replace page 10.
    • CJPG:  Add detailed information in the right places.
  6. Improve PO monitoring for contact from their CJ.
    • See Reminder Needed in Precinct Assignment Emails.
    • Why was the PO assignment list removed from the PO website?
    • Possibly put a precinct ==> CJ list in Votari with CJ names and email addresses.
      (This information would be secured by the PO passwords needed to access Votari.)
  7. Have an HT failsafe to handle some ATV mismarks caused by the RTQG flowchart.
    • Proposal:  The HT PO crosses out all the ballot styles on the front of the ATV *IF* the HT PO writes a ballot style on the back of the ATV.  The RT PO would normally do this crossing out of all ballot styles, but some paths in the RTQG flowchart skip that step.  (Note that my flowcharts do not skip that step.)

Comments on BOE Documents

  1. My latest comments on the BOE documents:   (important update of my 9/14/25 comments)
  2. Missing documentation:
    • No "F" documents on PO website.
    • Nothing in curbside documents on "F" exception handling.
    • Nothing in curbside documents on Voter Assistance Log handling.
      (In fact it's not in any RT processing flowcharts either, for good reason.
      However curbside processing is more complicated in this area.)
  3. The BOE should provide more emphatic reminders to "forgetful voters".
    (Such as my multiple "Don't forget!  Bring in your PHOTO ID" signs.  The
    current WCBOE sign does not make this point very well.  It's the last sign in BOE signs.)

ES&S Items

You should send Tabulator complaints up the chain, presumably to the NCSBE.  Hopefully they will get to ES&S.

  1. Fix the poor password handling.
  2. Provide signature lines on all the tapes.
  3. Fix the poor terminology.
  4. Enable the Tabulator to reject provisional ballots.
    Allow the HT PO to put some special mark on a provisional ballot that will cause
    the Tabulator to detect and reject the ballot.

Miscellaneous Suggestions

  1. BOE should emphasize more in pre-election communications with voters:
    • How voters can use Voter Lookup to check voter registration information.
    • How voters can keep their voter registration data up-to-date, e.g., after a move.
    • Voters should be aware of the registration and party-change deadlines.
    • Voters should be sure to bring their voter ID into the Voting Enclosure.
  2. Instruction pages (set-up, how to use, take-down) should be packed in the ExpressVote case.
  3. Put version IDs on all files and change dates on PO website items.

Miscellaneous Questions

  1. Why is there no feedback nowadays to my postmortems and my document comments?
  2. Is Votari now more reliable than it was the last couple of elections?
  3. Will iPhones now be used as the Help Table phones?
  4. Will the dropoff site deadline be made later than 9:30 for the November elections?
  5. Why do the ballot box labels fall off right after weekend pickup?
    (Are the labels just not well applied by the weekend pickup workers?)
  6. Shannon ****** registration status?
    (Recall the problem of the two Shannons in 3/3/26; one registration was good and one was bogus. Now neither Shannon is in Voter Lookup. The only Shannon ****** listed is not in Wake County and is not of the same race as the Shannon who voted at Hope Lutheran in 3/3/26.)

      (It does not yet handle the Voter Assistance Log -- a very late NCSBE addition for curbside.)
    • Folders created to hold the many pages now required for curbside.   (See end of My Signs.)
